In June of that year, after the establishment of the Zhejiang Provincial Committee of the Communist Party of China, the first to focus on the restoration and development of the organization.

It was on that summer that he brought the instructions and instructions of the Zhejiang Provincial Committee of the Communist Party of China that Zhao Jimeng, who was then a member of the Zhejiang Provincial Committee of the Zhejiang Provincial Committee (later member of the Standing Committee) and director of the Propaganda Department, secretly sneaked back to his hometown Dongyang. The municipal party committee came forward to establish the “Ningbo Municipal Provisional Government” and “NingboBabaylan Federation of all walks of life” and carried out a series of political reforms.
